The Collapse of the 28-Point Ceasefire Plan for Ukraine: How Peace Negotiations Continue to Stumble

Europe felt a moment of respite on Monday, as the diplomatic emergency triggered by the presentation of a new 28-point plan for ending the war appeared – briefly – to have been stabilised. A senior US official spoke of "notable headway" after bilateral negotiations in Geneva. On Monday night, Moscow made its response: a renewed assault of aerial bombardment on Kyiv.

The Pattern of Negotiation and Warfare

The sequence of conflicting incidents captured the harsh reality of the recent timeframe. By day, political struggles are conducted: positive announcements are delivered from different nations. Considerable effort is allocated on restraining specific proposals. By night, the Kremlin brutally reminds the world that, for them, war remains the main instrument for achieving "peace".

Nighttime Reality

As Russia's attack unfolded into the early hours of Tuesday, the current condition of Ukraine's defenselessness was revealed. Ukraine is equipped to monitor missile launches from enemy soil, a ability provided through up-to-date information. From witness perspectives, Ukrainian air force fighter jets that had been scrambled to counter approaching cruise missiles streaked across the sky – modern combat jets provided to Ukraine by European allies.

Shortly after, Kyiv's air-defence systems activated: several firings fired to intercept a hostile projectile. This was a modern interception technology at work, probably provided by allied countries. Every deployment shakes the surroundings, causing tremors. The instant of fear quickly gives way to resigned acknowledgment: possibly the incoming missile won't strike its target this time, preventing destruction from ruin and further power outages.

Ongoing Risks

Soon after, a automatic firearm opened up on a unmanned aircraft close by, part of a defensive team – most likely Western-made equipment. Regrettably, the bullets missed the opposing UAV – it continued its flight toward its objective.

Intermittently, this continued until dawn. Kyiv awoke to the morning news: several casualties, damage and utility failures in multiple buildings as a result of the nocturnal offensive. As always, everyone still maintained normal activities – living the war. But those entire period illustrated Ukraine's essential dependence on Western support – a need that European nations are demonstrably unable to fill in the immediate future.

Ineffective Peace Efforts

The detailed framework from US administration generated strong feelings, discussion and serious worry – and momentarily shifted focus from Ukraine's largest corruption scandal in years. Yet, we have experienced comparable situations, after previous diplomatic encounters and multilateral gatherings.

Every new initiative from US leadership adheres to the identical sequence: a political offensive against Ukraine, which Kyiv, with allied governments, succeeds in resisting. They contain the crisis but never actually win the battle. This trend will, no doubt, persist.

Political Considerations

It is easy to blame specific actors of persistently promoting Moscow's conditions. But that does not seem to be the complete picture. American leadership works based on a premise well known to international relations experts: you cannot win at the negotiating table what you have been unable to protect through force. The American government assumes that it is impossible to force Russia to surrender the land that it presently holds in Ukraine's southern or eastern regions.

The problem is that while acknowledging this situation, American administration does minimal to prevent Kremlin actions, through diplomacy or military means, from thinking that the situation will not shift further in its favour in the near future.

Opposing Positions

Therefore, the Kremlin is convinced that time is on his side – that Ukraine and its partners are approaching exhaustion. Their motivation to sign a deal that does not give them the maximum possible gain is virtually nonexistent. There may be many attempts to end hostilities, but they will persist as long as Russia's leadership remains highly assured in the result.

On the contrary, Ukrainian leadership believes that Ukraine can still persist, progressively conceding civilians and areas but avoiding a entire defensive failure until conditions improve in its favour.

Present Conditions

Realistically, there are no genuine requirements for a armistice. Now, individual motivations are becoming relevant: leadership ambitions to broker a ceasefire and obtain worldwide acknowledgment, and Ukrainian leadership's dual difficulties – on one hand, not to estrange crucial supporters, and on the other, to unite the population around the national cause against any plan Kyiv finds unacceptable, so that their priority does not shift toward homefront challenges. And although their task will now be significantly challenging after latest incidents, it remains highly unlikely that this will alter their fundamental strategy.

These opposing factors are influencing discussions.

Assessment and Future

It took a only one week to terminate the 28 points of the current initiative. Forceful and unpredictable management of the matter by US administration, opposition by Ukraine and the rest of Europe, along with calming attempts of diplomats, and finally, recent disclosures, all did their job.

While new initiatives based on previous concepts are forthcoming, Kyiv, London and other Western governments should draw one fundamental conclusion: Ukraine and Europe will only be able to resist political attacks from Washington that are based on Russian demands and show specific hesitation to modify developments, if they stand together and improve their protective measures at a considerably quicker tempo. If they do, neither political nor armed coercion will be able to overcome them. In the meantime, Ukraine's ability to counter nocturnal attacks will, for the coming months, mainly require sustained allied backing.
